The present invention relates to a hydrogel formulation containing an oxidative reduction potential (ORP) water solution and a gelling agent. The invention further provides a method for treating or preventing a condition in a patient comprising topically administering to a patient a therapeutically effective amount of a hydrogel formulation comprising an oxidative reductive potential solution and a gelling agent.
