PROBLEM TO BE SOLVED: To provide a new plant growth promoting material which produces effect on plant growth for a short period and shows uniform and stable quality without causing fermentation by using stevia extract, and to provide a production method thereof. SOLUTION: This plant growth promoting material is included in the stevia extract produced without fermenting the stevia extract extracted from plant tissue of stevia as an effective component. To be concrete, this plant growth promoting material is produced by mixing the stevia extract produced without fermenting the stevia extract and the active mineral liquid which is obtained by dissolving the mineral liquid extracted from natural high temperature-calcined calcium raw powder to the constant pH oxygen water having small cluster of water.
