PROBLEM TO BE SOLVED: To provide an oil-in-water type emulsion makeup cosmetic which has no generation of smearing and stickiness though it contains a polysaccharide thickening agent such as xanthan gum, has excellent sense of use, and has excellent handling properties.SOLUTION: The oil-in-water type emulsion makeup cosmetic contains: (A) a crosspolymer including 2-acrylamide-2-methylpropanesulfonic acid or its salt, (meth)acrylic acid and/or its ester and N, N-dimethyl acrylamide as constituent units (B) a polysaccharide thickening agent and (C) powder.
