PROBLEM TO BE SOLVED: To provide a rotary device winder enabling an operation for storing the device to be smoothly carried out, and hardly providing a risk of a rotor being dropped off.SOLUTION: The device winder has a disk-shaped rotor 20, and a storing base substance 10 storing the rotor 20 so as to be freely detachable, and enabling the rotor 20 to be rotated when being stored. The rotor 20 has two flanges 21 and 23 obtained by extending disk faces to form the storing part of a line at the periphery surface parts. The storing base substance 10 has stoppers 13 and 15a for keeping the state stored in the storing base substance 10 without interrupting the rotation of the rotor 20. The stoppers 13 and 15a contact with circular face of a circumferential flange 23 positioned at the opening side of the rotor 20.
