The method comprises the steps of a. providing a conductor that is formed so as to be capabe lof undergoing permanent elongation and that is adapted for electrical energy and/or data signal transmission and forming a strength-member jacket layer (52) of polymeric material and stretching the strength member jacket layer to permanently elongate the strength member jacket layer (52), and the conductor. Also provided is a towing warp lighter weight in water than a conventional towing warp having a strength member formed exclusively of steel wire, the towing warp capable of transmitting electrical energy and/or data signals, the towing warp having a strength member jacket layer (52) and a conductor (22, 122), the strength member jacket layer (52) being formed of polymeric material around conductor.
