PROBLEM TO BE SOLVED: To provide a neutral electrode device whose contact characteristics are excellent and whose heat absorbing force is improved.SOLUTION: A neutral electrode device that passes a high-frequency current to a biological tissue includes: a support structure (40) having a first surface and a second surface one or more electrodes (34 and 34) disposed on the first surface of the support structure (40) and a phase change material (PCM) disposed on the second surface of the support structure (40) that absorbs heat.
