PROBLEM TO BE SOLVED: To provide a hydrophilic bulky nonwoven fabric that is excellent in water permeability and suitable for a surface material of a sanitary material, such as a top sheet of a diaper.SOLUTION: The hydrophilic bulky nonwoven fabric is a hydrophilic bulky nonwoven fabric comprising a thermoplastic fiber and has a nonwoven fabric surface structure in which a ratio of sections where a maximum height in a unit section defined by an X direction and a Y direction is 30% or more with respect to a height at no-load in a Z direction (thickness) of the nonwoven fabric when a measurement reference length in a surface of the nonwoven fabric is set as 100 μm is 50% or more per 40000 of the number of sections corresponding to a 20 mm×20 mm of a surface area of the nonwoven fabric.
