PROBLEM TO BE SOLVED: To provide a novel surface modification substrate capable of being used preferably when fixing a bioactive substance to a substrate, especially, making a substrate surface carry an antigen, therefore capable of being used preferably in a wide range of applications such as immunity activation, and a production method of the same.SOLUTION: The production method of the surface modification substrate is configured to: radiate ultraviolet light to a mixture of a substrate (fibrous material), a substrate binding polymer containing a reaction unit and a cluster forming polymer unit 1, and a surface forming polymer containing a surface modification unit and a cluster forming polymer unit 2. An immunity activation material contains the surface modification group.
