PROBLEM TO BE SOLVED: To provide a method of manufacturing a heating element having stable heating characteristic.SOLUTION: This is a method of manufacturing the heating element where a layer of an exothermic composition including particles of oxidizable metal, electrolyte and water is provided on a base material sheet 1. This method includes: a process of adding the electrolyte to one surface of the base material sheet 1 in the solid state and a process of coating a paint including the particles of the oxidizable metal and water, not including the electrolyte.
