PROBLEM TO BE SOLVED: To provide: technologies for appropriately measuring and collecting biomarkers necessary for evaluating the health condition, technologies for permitting evaluation of the health condition if data deficiency is generated because biomarkers are not measured or collected and technologies for complementing the data deficiency on the biomarkers with sufficient appropriateness.SOLUTION: If measured data on biomarkers cannot be acquired at a time of measurement, a remeasurement requesting part 13 requests a remeasurement of the biomarkers of a user. If a deficiency of the measured data is generated in a data set of biomarkers because the remeasurement is not performed, a data complementing part 14 complements the data set including the deficiency for the deficiency by using past data sets accumulated in a user information database 11.
