PROBLEM TO BE SOLVED: To provide a seaweed bank having favorable efficiency in breeding seaweed, easily and inexpensively producible, and effective in dissolution of withered seashore for a long period of time: and to provide a method for producing the seaweed bank. SOLUTION: The seaweed bank 10 has the following structure: either one or both 18 of carbon fiber staple or/and graphite particles is/are fixedly bonded to the surface of the cement-containing binding agent 17 of an inorganic base body 11 comprising coarse aggregate 12, fine aggregate 14 and the cement-containing binding agent 17 and having an average block diameter of 100-2,000 mm in partly exposed condition.
