To provide a cosmetic composition that has high stability and inhibits white turbidness.SOLUTION: A cosmetic composition is prepared that contains (A) polyoxyethylene polyoxypropylene glycol, and (B) an amino acid-based surfactant having two or more hydrophobic groups and two or more hydrophilic groups in one molecule.
