The tray supplying device (100) enters into a space between seedling pots, which are adjacent to each other in a vertical direction of multiple seedling pots arranged in a horizontal direction in the tray and moves, performs a vertical transfer motion for transferring the tray by one horizontal row of the seedling pots, and then performs a return motion for going out of the space between the seedling pots and entering into a space between seedling pots in a next row, and has a tray vertical transferring tool (121) for repeating the vertical transfer motion and the return motion at a predetermined timing. The withdrawal device has a withdrawal tool, which enters into the seedling pot and withdraws a seedling.
