The dispenser housing may include a spindle, a mounting member, and a cover. The receptacle may include a receiving bin covered by a lid. The receiving bin may have a grooved sidewall configured to receive and mount the upright pole therein. The lid may removably cover the receiving bin, have a slotted wall configured to receive the upright pole therein, and have an opening configured to receive bags containing animal waste.
