PURPOSE: A composition for makeup cosmetic is provided to facilitate applying the makeup with light force by providing viscoelasticity to a makeup product, to increase use feeling as the product adheres onto skin lightly by using moisture feeling, and to have excellent makeup lasting property and high color expressing ability. CONSTITUTION: A semisolid-type composition for makeup cosmetic of viscoelasticity having moistness comprises 55.0 to 70.0 wt% of makeup powder； and 30.0 to 45.0 wt% of oil component. The oil component includes polyquaternium-51 or dimethicone/vinyl dimethiconcrosspolymer. A manufacturing method of a semisolid-type composition for makeup cosmetic of viscoelasticity having moistness comprises the steps of: forming a first mixture by homogeneously mixing 55.0 to 70.0 wt% of makeup powder； forming a second mixture by heating and mixing 30.0 to 45.0 wt% of oil component； adding and mixing the first and second mixtures in a mixer to manufacture a powder； aging the powder； and filling the aged powder in a container and molding the powder.본 발명은 보습성을 갖는 점탄성의 반고형 메이크업 화장료 조성물 및 이의 제조 방법이 제공된다. 본 발명의 일 실시예에 따른 보습성을 갖는 점탄성의 반고형 메이크업 화장료 조성물은, 55.0 내지 70.0 중량%의 메이크업 파우더와, 30.0 내지 45.0 중량%의 오일성분을 포함하되, 상기 오일성분은 폴리쿼너늄-51 또는 디메치콘/비닐디메치콘크로스폴리머를 포함하는 것을 특징으로 한다.
