PROBLEM TO BE SOLVED: To provide a base station, a handover management device, a mobile communication system and a handover control method, capable of continuing communication between a mobile station and the network side, if the mobile station is running at high speed in an overlay cell structure in which a plurality of cells of mutually different sizes are mutually overlapped.SOLUTION: In the overlay cell structure in which a plurality of cells 111, 121, 122 of mutually different sizes are overlapped, the running speed of a mobile station 100 of a handover target is detected. Based on the running speed detection result of the mobile station 100, it is determined whether or not to perform handover to a base station of a switchover destination candidate.
