PROBLEM TO BE SOLVED: To provide a method and an apparatus for culturing seaweeds such as red algae, brown algae and green algae on land without using a large amount of seawater. [MEANS FOR SOLVING PROBLEMS] Seaweeds are attached to the substrate surface, and the attached substrate surface is turned upside down so that the attached substrate surface faces in the direction of gravity. In order to cause photosynthesis in seaweeds in the opposite direction, or in the upper or side of gravity, where seaweeds are directed, the spraying device controller controls the spraying period and amount of spraying. The seaweeds are cultivated in large quantities in a factory-like manner like hydroponics of agricultural crops indoors on land by using a seaweed reverse culture method in which the light source lighting cycle and irradiation amount are controlled by a light source controller.
