An apparatus (10) for administering a therapeutic is provided. In various embodiments,the apparatus includes a syringe having a barrel (18) and a plunger (16) and havinga material treatment module (40) associated therewith. The material treatmentmodule may be an ozone generator that is initiated such that material containingozone accumulates within the barrel (18). The material can then be deliveredfrom the barrel (18) into a target site via a needle (48), thereby delivering therapeuticeffects to that target site.
