The present invention relates to a manufacturing device for a liquefied fertilizer deodorizing liquid for reducing foul odors. More specifically, the manufacturing device for a liquefied fertilizer deodorizing liquid for reducing foul odors aims to improve generation efficiency of a fermented and aged liquid in a fermenting and aging tank in order to reduce foul odors generated from a livestock farm. The manufacturing device comprises: a water tank into which livestock wastewater flows； an ionization reaction unit which is installed inside the water tank in order to stimulate ionization reaction of the livestock wastewater； a bubble generation unit which communicates with one side of the water tank in order to remove contaminants from the livestock wastewater； and an oxidation sterilization unit which communicates with the bubble generation unit in order to sterilize harmful microorganisms from the livestock wastewater.
