The present invention relates to a forming system for working material and a forming method for working material which are capable of: reciprocating movement during forming; reducing the size of the required machinery; reducing press abrasion; improving the workability of hydroforming; and performing highly efficient forming at lost cost. A pipe or other such working material, which has been placed in a conveyance area, is passed into a forming area and moved into a receiving area, whereupon a forming process is performed while the pipe is pulled back once again into the forming area, the formed product of working material is pushed out into the conveyance area, and this formed product is exchanged for a new working material. This series of actions can be performed repeatedly.
