CONSTITUTION: An extension part(10) is formed as a space at one side of a pipe supporting body(140). A driven body(20) comprises a driving ball(21) and a coupled driving wheel(23). The driving ball is formed as a gear type that gears with a driving gear and rotates by a moving force according to the rotation of a rotary pipe(110). The coupled driving wheel is integrally formed with the driving ball such that multiple teeth in a form of an outer ratchet are formed in a shape of a circular arc. An anchor(30) includes an insertion hole(31) at the rear part and a pendulum axis(33) that is formed to generate pendulum movement on separated leading ends. A rotary plate(43) in a disc shape is included inside a fixed plate(41). A rotary pin(45) that is inserted into the insertion hole of the anchor is formed at an upper part of the rotary plate. A fixing axis(47) is perpendicularly formed at the center of the rotary plate to allow the rotary plate to rotate stably.
