The present invention relates to an apparatus to measure blood circulation disorders, and a method thereof. According to the present invention, the apparatus to measure blood disorders using a pulse transit time, wherein the apparatus to measure blood circulation disorders using a pulse transit time comprises: a measuring part, a detection part, a calculation part, and a diagnosis part. The measuring part measures a pulse wave and an electrocardiogram (ECG) of a measurement subject. The detection part detects time information on a peak value point of the measured ECG, and a peak value point and a foot value point of the pulse value. The calculation part calculates an average value of a pulse transit time using the time information on the peak value point of the detected ECG and the peak value point and the foot value point of the pulse wave, and calculates a blood circulation disorder determination index using an average value of the pulse transit time. The diagnosis part diagnoses a blood circulation disorder using the calculated blood circulation disorder determination index. According to the present invention, a degree of a risk for a blood circulation disorder is able to be predicted through measurement of the pulse wave and the ECG such that a blood circulation disorder is able to noninvasively be measured at low costs. Moreover, the apparatus to measure blood circulation disorders may be used to primarily screen a normal group and a cardiovascular disease group through a simple measurement of a pulse transit time in the future.
