A topical composition that may be a lotion, gel, ointment, foam, cream, or emulsion, and that may include urea and fluocinonide. The topical composition may include between approximately 10% to approximately 25% urea by weight. The topical composition may further include between approximately 0.050% to approximately 0.075% fluocinonide by weight.
