The present invention relates to a composite of a hydrophilicity photosensitizer and a biocompatible polymer for being effectively used in photodynamics diagnosis or treatment, and a method for manufacturing the same, and more particularly, to a composite for photodynamics diagnosis or treatment and a method for manufacturing the same, wherein the biocompatible polymer and the hydrophilicity photosensitizer are combined by an ionic bond and the biocompatible polymer surrounds the circumference of the hydrophilicity photosensitizer. The composites according to the present invention uses the biocompatible polymer, which has an electric charge by being ionized in a water system, so as to be combined with an electric charge (an electric charge opposite to an electric charge of the polymer) of the hydrophil photosensitizer, and thereby providing excellent accumulation properties of the hydrophil photosensitizers in which internalizing into cancer cells is difficult to due to the electric charge on the surfaces thereof such that not only the effect of apoptosis of cancer cells during near infrared radiation increases but also the composite is stably maintained during a blood circulation process.
