PROBLEM TO BE SOLVED: To provide a hair treatment agent and a hair treatment method capable of realizing thickening and maximizing the reducing power of the reducing agent without using an alkyl sulfate. SOLUTION: A solid aliphatic alcohol of C14 to C22, a liquid aliphatic alcohol of C8 to C18, an anionic surfactant containing no alkyl sulfate, a nonionic surfactant having an HLB of 12 or less, and an amphipathic medium. It is a gel-like hair treatment agent comprising a sex solvent, a reducing agent containing no hydrochloride, and water. Further, in the hair treatment method, the first treatment step of applying the hair treatment agent to the hair and treating the hair, and the hair treated with the hair treatment agent are treated with a second agent containing an oxidizing agent.
