Provided is a water-absorbing sheet structure in which an absorbent layer comprising a water-absorbing resin and a binder is interposed between nonwoven fabrics from the top and the bottom of the absorbent layer. The absorbent layer has a structure that is divided into a primary absorbent layer and a secondary absorbent layer by a fiber substrate having a void ratio of 91% to 99%. The water-absorbing resin content is 100 to 1,000 g/m and the binder content is 0.05 to 2.0 times the water-absorbing resin content (mass standard). The water-absorbing sheet structure provides excellent results in that even when the structure is thin there is no change in shape before or after liquid absorption because shape retention is good, and sufficient absorption capability is demonstrated in terms of liquid permeability, little liquid backflow after absorption, and little liquid leakage etc. when the structure is inclined.
