PROBLEM TO BE SOLVED: To provide a water-in-oil type emulsion cosmetic which forms a soft cosmetic film after application, has excellent followability to the skin, causes no filmy feeling, causes no finger marks even when a cosmetic coating after application is pressed and prevents peeling off of a cosmetic film.SOLUTION: There is provided a water-in-oil type emulsion cosmetic which comprises: (A) 0.01 to 20 mass% of a fluorine-modified silicone resin which is solid at 25°C represented by the following formula (1) (B) 0.01 to 50 mass% of a fluorine-modified silicone oil which is solid at 25°C having a polysiloxane unit represented by the following formulas (2) and (3) (C) 0.1 to 10 mass% of octyl p-methoxycinnamate and (D) 0.01 to 3 mass% of iron oxide and/or titanium oxide.
