PROBLEM TO BE SOLVED: To provide an underwear or a water-absorbing sheet having a high water-absorbing property.SOLUTION: The shorts 1 include a constitution that the circumference of a water-absorbing sheet 100 is enclosed by a waterproof sheet 110 and absorption and retention of water are performed by the water-absorbing sheet 100 before water is diffused to the circumference. Since the shorts 1 use a material such as cotton tricot, rib knitted fabric, smooth knitted fabric or the like, by the constitution, they suppress water diffusion even if the shorts are constituted in the same thickness as that of usually used shorts and absorb and retain water in a narrow area of the water-absorbing sheet 100, oozing to a shorts body 120 and dirt transfer to an outer garment are prevented.
