A water separation composition in the form of an emulsion and methods of using the composition are provided. The composition includes an aqueous phase and an oil phase. The aqueous phase includes at least one water soluble active ingredient at a concentration of from about 0.1% to less than about 20% by weight based on the weight of the composition. Each of the oil phases comprises dimethicone at a concentration of about 1 wt% to about 25 wt% and an emulsified crosslinked siloxane elastomer at a concentration of about 0.1 wt% to about 20 wt%, based on the weight of the composition.
