PROBLEM TO BE SOLVED: To provide a cold insulation band and a heat insulation band, which can be easily put on.SOLUTION: Each of the cold insulation band and the heat insulation band includes a C-shaped frame 1 to be fastened to the neck and/or head of a human body by elastic force, a belt-like outer bag 2 which is composed of a cloth woven with quick drying fibers and includes the frame in the inside, and a water holding material 3 or a heating material 4 included in the outer bag. When a water holding band A is immersed in water, lightly squeezed and then put on the neck or the head, the neck or the head can be cooled by the effect of vaporization heat. The cold insulation band A is easily put on the neck and/or the head. Even when the cold insulation band A is immersed in water, the outer bag 2 is quickly dried and there is no risk that the neck and the head get sticky.
