A liquid pharmaceutical composition comprising at least one insulin peptide, at least one semi-polar protic organic solvent and at least two non-ionic surface-active compounds (surfactants) with HLB above 10, wherein such composition does not contain any oil or other the lipid component or surface-active compounds (surfactants) with HLB value below 7.2. The pharmaceutical composition of claim 1 which contains less than 10 wt.% Vody.3. The pharmaceutical composition of claim 1 which is nevodnoy.4. A pharmaceutical composition according to any one of the preceding claims, wherein the composition forms a micro- or nanoemulsion, after dilution in aqueous srede.5. A pharmaceutical composition according to claim 1, comprising two or three nonionic surfactants with an HLB above 10, while the remaining ingredients are excipients other than PAV.6. A pharmaceutical composition according to claim 1, wherein the semi-polar protic organic solvent is a protic solvent with a dielectric constant in the range of 20-50.7. A pharmaceutical composition according to claim 1, wherein the semi-polar protic organic solvent is glycerol or propilenglikol.8. The pharmaceutical composition of claim 1 which is in the form rastvora.9. A pharmaceutical composition according to claim 1, wherein one or more of the nonionic surfactants include fatty acid group with an average chain length, such as a C8 fatty acid (caprylate), C10-fatty acids (caprate) or C12-fatty acids (laurates) .10.
