PROBLEM TO BE SOLVED: To provide an aqueous or oil-in-water type cosmetic which contains metal oxide powder and has high stability and use feeling.SOLUTION: An aqueous or oil-in-water type cosmetic contains: metal oxide powder, preferably one or two or more kinds of metal oxide fine particles having an average particle diameter of 5 to 500 nm which is selected from the group consisting of titanium oxide, zinc oxide, iron oxide and cerium oxide and is subjected to hydrophilic surface treatment and sodium acrylate grafted starch having good compatibility therewith. Thereby, the cosmetic has a smooth and refreshed feeling, and excellent temporal stability.
