PROBLEM TO BE SOLVED: To provide a porous sheet manufacturing apparatus which carries out embossing treatment and punching treatment by one unit and can carry out the punching treatment in an embossing bottom surface without positional dislocation.

SOLUTION: A recess side embossing roll 11 in which a large number of recessed parts 11a are arranged on the surface, a projection side embossing roll 12 which is arranged opposite the recess side embossing roll 11 and in which a large number of projected parts 12a corresponding to the recessed parts 11a are arranged on the surface, and a needle roll 13 in which a large number of needle-shaped projections 13a corresponding to the recessed parts 11a are arranged on the surface are provided. A sheet S is passed between the recess side embossing roll and the projection side embossing roll to carry out embossing treatment. With the recessed embossing parts of the sheet S held by the recessed parts 11a of the recess side embossing roll 11, the sheet S is passed between the recess side embossing roll and the needle roll to carry out punching treatment in an embossing bottom part.
