The present invention relates to an emergency report device and a personal security system using the same, capable of reporting an emergency of a user to an emergency control system even in case of an emergency where the user cannot move. The emergency report device comprises: a main body which is formed with a structure able to be worn on a wrist； an emergency report unit which is installed on the outer circumferential surface of the main body, and generates an emergency report signal by an input operation of a user； an electrocardiogram measurement unit which is installed on the inner circumferential surface of the main body, measures the electrocardiogram of the user in real time, and generates an emergency report signal； an emergency control unit which controls a user mobile terminal； and a temperature sensor which is installed on the inner circumferential surface of the main body, measures the body temperature of the user, and generates an emergency report signal.본 발명은 사용자가 거동이 불가능할 정도의 응급상황에서도 사용자의 응급상황을 응급상황 관제 서버로 안내할 수 있는 응급상황 알림 장치 및 이를 이용한 개인 경호 시스템에 관한 것이다.
