PROBLEM TO BE SOLVED: To provide a ground surface protection material and a ground surface protection structure, which promotes growth of plants and trees while protecting the surface layer of the ground surfaces.SOLUTION: The ground surface protection material 10 has a bag 16 filled with a plant-originated vegetation environment improving material containing a silicic acid inside and is laid on the slope A for use. The bag 16 comprises a cloth 14 constituted of biodegradable threads 12. The ground surface protection structure 40 is constituted by arranging side by side and overlaying the plurality of ground surface protection materials 10 on the slope A.
