PROBLEM TO BE SOLVED: To provide a blue fluorescent material that is composed of elements having high safety for a human body, is excited by natural light, and emits a blue light having a sufficient emission intensity.SOLUTION: Provided is a blue fluorescent material comprising an amorphous silica particle, cerium, phosphorus and/or magnesium, and in which, characterized, the mole number x of the cerium per 1.0 mol of silica of the amorphous silica particle and the mole number y of the phosphorus and/or magnesium per 1.0 mol of silica of the amorphous silica particle satisfy the following formulas (1) and (2), and the dominant wavelength of a light emitted when excited with an excitation light having a wavelength of 350 to 400 nm is shown to be 430 to 500 nm. y≤2.8x2+0.01x+0.035 -- formula (1). y≥0.24x2+0.042x -- formula (2).
