The needleless injection apparatus is provided with: an encapsulation unit for encapsulating the injection target substance a pressure unit for applying pressure to the injection target substance encapsulated in the encapsulation unit and a channel unit for delimiting a channel in a manner such that the injection target substance to which the pressure unit has applied pressure is emitted in an injection target region. In order to form a through passage to the injection target region the pressure unit has: a first pressure mode in which after increasing the pressure on the injection target substance in the pressure unit to a first peak pressure the pressure on the injection target substance is decreased to a standby pressure and a second pressure mode in which pressure is applied to the injection target substance under standby pressure pressure on the injection target substance is increased to a second peak pressure and a prescribed injection amount of the injection target substance is injected.
