A packaging apparatus for packaging fragmented material includes at least one mould chamber and at least one compaction chute that is connectable to the at least one mould chamber, and a plunger configured to push fragmented material from the compaction chute into the mould chamber. The apparatus also includes a vacuum chamber that is connectable to a vacuum source.
