PROBLEM TO BE SOLVED: To provide a top rod that is soft and is hard to break and provide a fishing rod having the top rod.SOLUTION: A top rod 12 concerning the present invention comprises fiber-reinforced resin and at least the tip side is a solid structure. The top rod is formed such that 3-50 wt% of reinforcing fibers with a mean diameter of 3-15 μm and an average length of 0.5-10 mm are dispersed and contained, the matrix resin materials with the reinforcing fibers dispersed and contained are formed in a predetermined shape, and the reinforcing fiber-containing matrix resins after the forming are heated and cured.
