PROBLEM TO BE SOLVED: To provide a three-dimensional sheet in which a liquid is less likely to remain in the vicinity of a peripheral edge part of a joining part located in a bottom part of a recessed part of a recess and a protrusion and in which the liquid supplied to an uneven surface side is less likely to remain on a surface sheet when being used as the surface sheet of an absorbent article.SOLUTION: In a three-dimensional sheet 10, a joining part 4 is formed by partially heat-sealing a first nonwoven fabric 2 and a second nonwoven fabric 3, and the first nonwoven fabric 2 protrudes in a direction separated from the second nonwoven fabric in a non-joining part 6 surrounded by the joining parts 4, and in the first nonwoven fabric 2, a plurality of protruding parts 5 each having a hollow internal part are formed. The three-dimensional sheet is made of the nonwoven fabric to which a fiber treatment agent adheres, and the fiber treatment agent contains (A) an organosiloxane component, (B) an alkyl phosphate component, and (C) an anionic surfactant component expressed by following formula (1).
