The inner cap (30) and the outer cap (60) have ratchet mechanisms (50) and (80). The inner cap (30) has an inner cap body (32), and an inner-side protrusion (54). The inner cap body (32) has a contact ring (44). The outer cap (60) has an outer cap body (62), and an outer-side protrusion (84) having a shape capable of being engaged with the inner-side protrusion (54).
