The present invention relates to a lip cosmetic composition having lip coating and long-lasting effects. More specifically, a fluorine-based derivative is contained, so lip placing properties are improved. A thin film screen is coated on the lip, so durability is improved. A hydrophobic silica component is contained, so the fluorine-based derivative is stabilized. The color of the lip is maintained, so a vivid lip makeup effect is provided. Since the fluorine-based derivative and the hydrophobic silica are contained, adsorption of the fluorine-based derivative is improved, and clean lip makeup can be maintained for a long time without staining or removal of the color on the lip. The lip cosmetic composition comprises 44.5 to 97.3 wt% of a fluorine-based derivative, 1 to 15 wt% of hydrophobic silica, 0.1 to 15 wt% of a film forming agent, 0.1 to 20 wt% of a resin, 1 to 5 wt% of vegetable oil, and 0.1 to 0.5 wt% of fragrances.
