PROBLEM TO BE SOLVED: To provide a blinking measuring device and a blinking measuring method, capable of discriminating irregular blinking as an index related to a biological state.SOLUTION: In the blinking measuring device 1, an imaging part 5 images an eye 100 of a measurement subject (imaging process). On the basis of the image of the eye 100 imaged by the imaging part 5, a blinking discrimination part 7 discriminates blinking, in which three or more extreme values appear in the time change of the acceleration of an eyelid closed and opened in one blinking by the measurement subject, as the irregular blinking (blinking discriminating process).
