PROBLEM TO BE SOLVED: To provide a greening panel easy to handle and set on a surface to be greened, hardly breaking a base material sheet even if exposed to wind and rain, and hardly causing water deficit. SOLUTION: This greening panel 10 has a base material sheet 20 which allows plants to take root, and a reinforcing material 50 which reinforces the base material sheet 20 and stabilizes the whole shape of the greening panel 10. Furthermore, the greening panel has a base material sheet protecting means (protection net 30) which prevents breakage of the base material sheet 20, and a water retaining means (water retention mat 40) which absorbs and stores water.
