The pair of arm parts have electrodes at the end respectively. The pair of arm parts have base ends fixed to connection parts of electric insulating property. The pair of arm parts are electrically connected to a high frequency power source device respectively, and are conductive to electrode parts at the end in the respective pair of arm parts. The pair of arm parts are openable/closable.
