The present invention relates to a composition for neutralizing soil or promoting plant growth using inorganic sludge and a manufacturing method thereof. More specifically, the composition includes inorganic sludge and a vegetable super absorbent resin. The present invention enables the efficient growth of plants by cultivating a barren land and can reduce the disposal costs of waste by easily recycling inorganic sludge which is a waste resource.
