PROBLEM TO BE SOLVED: To provide a process for producing a powdered cosmetic excellent in a feeling of use, particularly makeup durability.
SOLUTION: The process for producing a powdered cosmetic includes a slurry preparation step of mixing a powdered component, an oily component as a binder, and an amino modified silicone as a dispersing agent in a volatile solvent to form a slurry, and a drying step of drying the above slurry to obtain a dried powder and obtains a powdered cosmetic from the dried powder, and a drying apparatus 14 to be used in the drying step renders the slurry fine droplets by mechanical shearing force and blows a dry gas against the fine droplets to perform drying of the slurry.
