The present invention relates to a rule-based method for determining abnormality of a measured value in an IEEE 11073 manager. The rule-based method for determining an abnormality of a measured value comprises the following steps. The IEEE 11073 manager receives biometric information measurement data from an IEEE 11073 agent. The IEEE 11073 manager transmits the biometric information measurement data to an abnormality detection rule server. The abnormality detection rule server determines whether the biometric information is abnormal based on a rule database in which biometric information, user age, gender, height, weight, medical history and the like are considered, and when the biometric information measurement data satisfies a biometric information abnormality rule, transmits a biometric information abnormality message to the IEEE 11073 manager.
