PROBLEM TO BE SOLVED: To provide a planting sandbag being arrangeable on a steep inclined slope face difficult to excavating a planting hole of hard rock, soft rock and hard earth, allowing to easily cultivate plants and capable of preventing the outflow and runaway of an inside raising base material with simple constitution. SOLUTION: A sandbag body for constituting the planting sandbag 10 is formed of a bag-like material having an opening capable of housing and closing the raising base material by a cloth-like surface material 11 and a reverse material having meshes of a degree of not overflowing the raising base material housed inside. Plural opening-closing parts 11a are arranged for forming a planting opening for cultivating a seedling 20 in an almost central part of the cloth-like surface material 11. An opening covering material 13 is arranged inside the planting opening.
