The present invention relates to a ruler for semi-permanent eyebrow makeup and a method of determining a position of a semi-permanent eyebrow. The present invention comprises: a main ruler body including a ruler body with strip-shaped gradations formed on the front side, a notch part formed in the upper and lower parts of the ruler body, and a band insertion hole formed at both ends of the ruler body； at least one slip prevention member installed at an end of the rear side of the ruler body； an eyebrow position pointer including a pointer body inserted into the ruler body and moved in a longitudinal direction of the ruler body, an ink tank member placed on the front side of the pointer body and filled with ink, and a pointing tip embedded in the ruler body, and having an end connected to the ink tank member and having the other end exposed through the rear side of the ruler body； and a band inserted into the band insertion hole.
